Special Issue Information

Dear Colleagues,

Contemporary cities are becoming increasingly complex systems. Managing them and planning their development requires more and more advanced intelligent technologies. At the same time, new innovative ideas for tools, methods, and areas of socio-economic life are proposed. The purpose of using smart technology is to constantly improve citizens’ quality of life and implement the principles of sustainable development. The condition sine qua non for the success of implementing the Smart City concept is effective management of the development of smart cities, starting with planning and integrating their complex and multidimensional structure. In particular, the core infrastructure elements are energy, transport, logistic system efficiency, and innovative ICT solutions, including the IoT tools and other intelligent devices supporting sustainable city development.

This Special Issue aims to group all the possibilities for using ICT and different intelligent tools in Smart Cities Development Management. These include, in particular but not exclusively:

Sudden events are being observed more often (pandemics, armed conflicts, high inflation, etc.). Urban transport systems are especially susceptible to sudden disruptions as manifested by sharp changes in user preferences and demand for transport services. Mobility as a service (MaaS) aims to improve the efficiency of urban transport systems and support the integration of various forms of transport. The main goal of the research is to assess the level of MaaS use and check what characteristics could influence using MaaS by different groups of users. A case study of the Tri-City, the largest urban centre in northern Poland, was used to examine the possibility of implementing MaaS. We assumed that the use of IT applications would help to reduce the challenges faced by mobility in modern cities. We hypothesised that MaaS is conducive to integrating transport in the city. Knowledge of MaaS acceptance is essential in implementing this concept and can help local authorities respond to sudden disruptions by increasing flexibility in shaping urban mobility. Poland still lacks a universal multimodal solution that would help optimise travel within the cities and actions should be undertaken to popularise digital solutions that improve the efficiency and organisation of PT. Around 20% of the population is disabled. Many people have mobility problems, including the elderly and people with young children. It is crucial to adapt cities to the needs of these people and, at the same time, to the needs of all residents. This is the subject of universal design, which should consider inhabitants’ needs and habits. This information can be collected by Internet of Things (IoT) devices that observe and listen to residents. Residents do not accept constant surveillance, so the public may not accept data collection by IoT sensors. This study aimed to identify and evaluate factors influencing the acceptance of data collection by IoT devices for universal design. For this purpose, an online survey was prepared by the Warsaw University of Technology. The following statistical methods were used to analyze the data: descriptive statistics, exploratory factor analysis, confirmatory factor analysis, reliability analysis and structural equation modeling. This paper identifies key factors influencing the acceptance of IoT devices for universal design. The statistically significant factors are the perceived usefulness of data collection, trust in city authorities, the perceived security of data collected by IoT devices and empathy for people with disabilities. The original achievement of this study is its indication that empathy for the disabled moderates and increases the positive relationship between the perceived usefulness of IoT devices and their acceptance. It was also found that trust in city authorities mediates the relationship between the perceived usability and acceptance of IoT devices. City authorities can use the results of this analysis in the implementation of IoT devices in smart cities. Full article

In recent years, Mobility-as-a-Service (MaaS) has attracted much attention in the context of smart city development. One of the models of intelligent mobility is car-sharing, a modern and convenient form of renting vehicles through a mobile application. Car-sharing is a solution that can help to mitigate the effects of excessive traffic congestion, noise, and air pollution in cities. In Poland, car-sharing has developed in recent years. To increase its popularity, it is necessary to look at the barriers from the user’s perspective. The presented study is a diagnosis of car-sharing problems based on customer reviews. The reviews were obtained from the Google Play store and cover the applications of Poland’s three largest car-sharing service providers. Descriptive statistics and sentiment analysis were used to identify the problems. The study of users’ comments made it possible to establish that car-sharing has gained tremendous popularity in recent years, reflected in the number of reviews. Moreover, car-sharing services are assessed positively by the majority of users. Women perceive services more positively than men, although they are a minority among car-sharing users. The main problems described in the comments relate to the operation of the application, in particular, the registration of new users and the unclear payment policy. Full article

The aim of the article was to assess the implementation of the management accounting tools in managing an intelligent energy sector enterprise. The energy industry, characterized by high price fluctuation, rising costs, and the development of modern technologies, will in the future look for diversified sources of income and changes in business models. Energy entities will move towards intelligent management using management accounting tools, providing access to complete and up-to-date information from internal and external sources and extended management capabilities. In order to obtain answers to the questions, we conducted standardized interviews and an in-depth interview (IDI—individual in-depth interview) with large enterprises, with particular emphasis on the case of Hager Polo Ltd. An earthquake early warning system (EEWS) should be included in smart cities to preserve human lives by providing a reliable and efficient disaster management system. This system can alter how different entities communicate with one another using an Internet of Things (IoT) network where observed data are handled based on machine learning (ML) technology. On one hand, IoT is employed in observing the different measures of EEWS entities. On the other hand, ML can be exploited to analyze these measures to reach the best action to be taken for disaster management and risk mitigation in smart cities. This paper provides a survey on the different aspects required for that EEWS. First, the IoT system is generally discussed to provide the role it can play for EEWS. Second, ML models are classified into linear and non-linear ones. Third, the evaluation metrics of ML models are addressed by focusing on seismology. Fourth, this paper exhibits a taxonomy that includes the emerging ML and IoT efforts for EEWS. Fifth, it proposes a generic EEWS architecture based on IoT and ML. Finally, the paper addresses the application of ML for earthquake parameters’ observations leading to an efficient EEWS. Full article
