Special Issue Information

Dear Colleagues,

High-quality development is an inevitable requirement to promote economic transformation and upgrading, following the laws of economic development. In the pursuit of high-quality development, we should accurately grasp the dialectical relationship between ecological protection and economic development. While accelerating economic development, we must take measures to strengthen the environmental governance capacity and efficiently utilize and rationally develop resources so that economic development not only adapts to the carrying capacity of resources and the environment, but also has an inexhaustible source of power, which can then accelerate sustainable development and meet new human needs. However, there are still problems within regional development, such as insufficient sustainable development momentum, weak scientific and technological innovation, low-level intensive development and resource utilization, etc.

Thus, we need to focus on cracking the key to these bottlenecks of sustainable development, incorporating carbon peaking and carbon neutrality into our overall development; promoting quality change, efficiency change and power change in economic and social development; and exploring system solutions for high-quality sustainable development.

This Special Issue will collect the latest research results on sustainable resources and the environment for regional high-quality development around the world. The goal is to enrich the theories and methods of high-quality development, and seek effective ways to achieve regional high-quality development.

Relevant topics include, but are not limited to, the following areas:

This paper considers the two control zones policy implemented in 1998 in China as a quasi-natural experiment, examines the impact of environmental regulation on the upgrading of urban industrial structure by constructing a DID model, and tests the heterogeneity of its role at the regional and urban levels. Results have found that: (1) From a national perspective, the two control zones policy has significantly promoted the upgrading of urban industrial structure. In addition, from the perspective of different control zones, the two control zones policy has a positive promoting effect on the upgrading of industrial structure. (2) The two control zones policy has significant long-term effects in promoting industrial structure upgrading, and its impact on industrial structure upgrading shows dynamic effects. (3) The industrial structure upgrading effect of the two control zones policy exhibits significant heterogeneity across different city scales. (4) In terms of regions, the two control zones policy has significant spatial heterogeneity. Full article

From the perspective of institutional economics, we investigate the impact of fiscal decentralization on regional green development in China and its transmission mechanism through influencing sports fiscal expenditures on regional green development. Based on panel data of Chinese provincial regions from 2006 to 2017 in China, we use fixed effects models, two-stage least squares, and mediating effects models to find that fiscal decentralization accelerates regional green sustainability. Fiscal decentralization can enhance the government’s emphasis on sports and promote the smart and intelligent development of the sports and health industry, thus contributing to the improvement of green and sustainable development. There is regional heterogeneity in the effect of the governmental emphasis on sports, and the mediating effect of the degree of emphasis on sports is more obvious in the eastern region. We verify the possibility that the government can accelerate economic green sustainability by raising the importance of the sports and health industry development and promoting the intelligent infrastructure of sports and enrich the theoretical study of the ecological effect of fiscal decentralization from the perspective of sports economic development. The convergence of rural primary, secondary, and tertiary industries is an effective way to establish a modern rural industrial system. The digital transformation of rural industries is a new idea to promote high-quality converged development. This paper focuses on the converged development of China’s rural industries, trying to explore the impact of digitalization on the high-quality converged development of China’s rural industries. Firstly, the mechanisms of digitalization driving rural industrial convergence are revealed. Secondly, we use panel data of 30 provinces (autonomous regions, municipalities) in China from 2011 to 2020 to empirically test the impact of digitalization on rural industrial convergence. Finally, considering the regional differences in industrial structure, the non-linear impact of digitalization on rural industrial convergence is examined. The results indicate digitalization has a significant positive effect on rural industrial convergence, and the impact of the latter has a dual threshold effect with regional heterogeneity based on industrial structure. Therefore, it is suggested to accelerate the construction of digital infrastructure, strengthen digital application, promote regional coordinated development, and improve the institutional system, which are expected to contribute to a deeper connection between digitalization and rural industries. The proposal of China’s dual carbon strategy is not only a kind of pressure but also an opportunity for enterprises. Both upstream and downstream enterprises in the supply chain pay more attention to carbon emission reduction, and consumers are gradually turning to a low-carbon preference. How carbon reduction targets are allocated among supply chain members with different technical efficiency and market opportunities will directly affect supply chain performance and social welfare. Power structure is an important factor that dominates the decision-making of the supply chain, so we establish the low-carbon supply chain model under three different power structures: manufacturer-led, retailer-led, and power pairs between two parties. We study the government distribution decisions of carbon emissions reduction targets under different supply chain power structures and discuss the influence of supply chain power structures on carbon emissions reduction distribution decisions and social welfare. The study found that if the carbon emissions reduction target increases, the government will adjust the allocation strategy to increase the proportion of enterprises whose emissions cuts have less impact on market demand. The study also found that the government will allocate more emissions reduction to enterprises with higher emissions reduction efficiency, and enterprises whose emissions reductions have a greater impact on market demand. When supply chain enterprises have equal power, the supply chain will have greater social welfare and market demand, but not necessarily greater supply chain profits. Full article

Global trade of renewable energy products has increased significantly in recent years. This paper constructs an analytical framework of a global trade network for renewable energy products based on bilateral trade data between 2009 and 2019. It analyses its structural evolution at the global and local levels and investigates the influencing factors of the network with the Exponential Random Graph Model. The empirical results indicate that countries in the trade network have become more closely connected, featuring a core-periphery and increasing reciprocity relationship. China, Germany, and Japan have remained in the position of core countries; China has especially been prominent among core countries. Our empirical results verify that the sender-receiver effects can explain the evolution of this global trade network. The empirical results also indicate that the climate change agreement network and the common border network have positive effects on the formation of the trade network. As regards political implications, the core countries in the trade network should optimize the layout of renewable energy development and improve infrastructure accordingly. Countries should also jointly build a more fair and reasonable multilateral system that fulfills their responsibilities. Full article
