Special Issue Information

Dear Colleagues,

Reliability management addresses the estimation, prevention, and management of high levels of “lifetime” engineering uncertainty and risks of failure, which has been widely used in various industries to identify and eliminate potential risks. Several different reliability management instruments have been designed, such as failure mode and effect analysis (FMEA) and fault tree analysis (FTA), etc. The implementation of reliability management usually requires the participation of multiple experts due to the complexity of the analysis object. Moreover, it is difficult for reliability management experts to express their risk assessments in an accurate way. The fusion of imprecise risk assessments associated with multiple experts is a basic issue of reliability management. Group decision making is focused on the fusing of individual assessments, which has achieved some new progress in recent years. Therefore, integrating the new progresses of group decision making into reliability management is a promising research paradigm.

This Special Issue aims to invite prospective authors to contribute high-quality research papers on the latest developments and applications of reliability management, decision analysis, or hybrid models in the broad fields.

Drought and flood disasters are common events threatening the safety of human lives, and full-time water conservancy emergency rescue teams play an important role in fighting against these disasters. In this paper, a competency assessment indicator system full-time water conservancy emergency rescue teams was first constructed by the Delphi Method. Four first-level, seventeen second-level and sixty third-level competency assessment indicators are proposed. Secondly, the weights of assessment indicators for a full-time water conservancy emergency rescue team at all levels were obtained by an analytic hierarchy process. Thirdly, based on that established assessment indicator system, the competency of the water conservancy emergency rescue team in Province A was assessed using a fuzzy comprehensive evaluation. Finally, the assessment results for the full-time water conservancy emergency rescue team in Province A were obtained. This study concludes by noting some practical implications of the results.
