The paper focuses on the dynamic analysis of the lifting arm systemThe mathematical modeling of lifting arm system is established based on the unit characteristics matrix. In the light of Lagrange's equation, it develops the dynamical equation of the flexible lifting arm unit and system. The dynamical equation of flexible lifting arm is solved through numerical calculation. This paper is interesting and the research is innovativeThe paper can be accepted after minor revise. My detailed comments are given as follows:

(1Some titles are too long, which lead the description difficult to be understand. For example, the title “2. Problem Description of the Lifting Arm System in the Integrated Decommissioning Solution at Complicated Sea States” should be revised as “2. Problem Description of the Lifting Arm System”, This can make the paper more clear.

(2) In section 1, it needs more references related tomarine engineering to further explain the significance of the research, such as:

(a) A two-level optimization algorithm for path planning of bionic robotic fish in the three-dimensional environment with ocean currents and moving obstacles. Ocean Engineering, 2022, 266 (3): 1-17.

(b) Performance Analysis and Optimal Design Based on Dynamic Characteristics for Pressure Compensated Subsea All-Electric Valve Actuator. Ocean Engineering, 2019, 191: 106568.

(3) There are no descriptions of figure 17 and 18, it should be given some descriptions of the equipment, this can make the paper more clear.

(4) There are some formatting errors, which lead the loss of readability of the paper. For example, the sentence “where the block matrixes are as follows” to describe equation (4), this sentence is the same paragraphof equation (4). To make another paragraph increase the difficulty of understanding the paper.

(5) In the conclusion section, it should be given a concluding sentence before the listed item. Such as “based on the analysis of the proposed method, some conclusions are given as follows:” 

(6) The use of English language leaves much room for improvement.

Contributions to the work are:

- The paper has an excellent structure with a clear explanation.

- The steps are well explained.

- The developed methodology is given in detail.

- Good problem definition.

The paper has good innovation and can be accepted after the following Minor corrections:

(1) The descriptions of figure 17 and 18 are missing, some descriptions of the equipment must be be given.

(2) The title of section 2 is too long, this reduces the readability of the paper.

(3) In Fig. 3, “(b) Simplified Illustration of Lifting Arm System Structure” is superfluous and meaningless, it should be deleted. Because (b) is just the simplified illustration of (a), Fig. 3(b) is the repetition of fig, 3(a).

(4) Some sentences need to be revised. For example, “Fig. 12 Displacement Response of the Lifting Arm at Ballast Tank End at the Speed of 0.6m/s and 0.7m/s”, if the sentence revised as “….. Ballast Tank End with the Speed of 0.6m/s and 0.7m/s” maybe better.
