The topic is interesting. The author has outlined the research problem statement and how the work filled the research gap in this topic.  

The structure of the content and all arguments in the article are clear. 

I suggest this article be published.

I only have one suggestion:

Most of the references in this article came from Chinese scholars. Besides William Longstreet Ames, the author is suggested to include more western scholars' work in the literature review.

By the way, the "citations" at the bottom of the pages should change to "notes" and be put after the main text.
