1. The main goal of this paper is to solve the problem of high false alarm rate in infrared small and small target detection. The proposed method based on Top-Hat filtering and multi-feature fuzzy decision-making is innovative and seems to solve the problem. This research looks excellent and practical.

2. Due to the target being small and weak, it is hard to detect these targets. The erosion or dilation was used for image preprocessing to avoid filtering out the actual target signal without knowing its location.

3.  It is not known in this article how the test images were generated. Please briefly describe how many test images were used in this study and how they were generated.

4. This paper mentions that the proposed method saves computing time (line: 362), but this paper does not mention or compare the processing time of other methods. If possible, please briefly explain.

5. Please discuss the difference in this study's signal-to-noise ratio of several cases.

6. The cures of the proposed method of the cases in Figure 7 seem strange; please explain further.

7. Line101: uppercase and lowercase should be consistent; for example: “original image” can be written as “Original image”.

8. Line142: the reference is incorrectly marked.

9. Please explain Figure 4 more clearly to make it easy for readers to understand.

 

10. Please add sub-captions of Figure 6.

The authors proposed a method that combines Top-Hat filtering and fuzzy decision-making to detect infrared weak and small targets. Also, the authors have shown that the proposed method can achieve higher performance than the other methods in the evaluation experiments. The proposed method seems to be reasonable for the problem. However, it does not fully explain why the combination is appropriate for the problem. In order to show the contributions of the proposed method clearly, please add a discussion of why the combination is effective and why other combinations cannot achieve higher performance. In particular, please emphasize why the proposed fuzzy decision-making can work well compared with other decision-making methods.
