The paper presents a model for the Annual-Road-Accident as a function of demographic, economic, passenger movement, freight movement, and road capital investments based on an Artificial-Neural-Network, Multiple-Linear-Regression, Poisson-Regression analysis. Authors argue the proposal outperforms previous models by showing that the inconsistent effect of road infrastructure investments on traffic accidents was shown to be due to a concave nonlinear relationship between the parameters.

The presented work is promising, nevertheless, its current presentation has several issues that I summarize in the following:

1) Although the manuscript gives an insight into the employ of well-grounded methods, the model's presentation lacks clarity. Authors are encouraged to improve Section 2.3 "Artificial Neural Network (ANN) Modelling". Such a section contains some inconsistencies and misspelled paragraphs, e.g. the notation of Equation 4 does not match the description given in line 211. In addition, explanations of the ANN Model, given in lines 210-231, have sloppy wording.

2) As an aside, the neural architecture depicted in Figure 1 has several details that lack explanations. Such a scheme is the core of the proposal and deserves a better presentation.

3) Most of the references have broken links and prevent a self-contained presentation.

4) The bibliography review seems old. Authors are encouraged to update the references, especially for the motivation section in the introduction.

5) The graphics of Section 3 lack proper interpretations and are not referenced.
