The MS could be of interest to the Innovative Infrastructure Solutions. However, it presents several weaknesses in present form. In particular, the Authors should: (i) discuss advances in knowledge their study would provide; (ii) definitely figure quality should be enhanced; (iii) must discuss about the experimental errors; (iv) remove some mistakes and several inaccuracies;

Though I appreciated the computational efforts made by the Authors, I believe that with all the above drawbacks this MS is needed some more revisions. Here below some specific comments are provided, but the list could be longer.

·         Introduction is not upto the mark. Objectives of the present study are not clear. Language is bit confusing so kindly follow it up as paper requirement. Also, in this section the Authors should emphasize somewhere the importance of this study from the point of view of irrigation structures.

·         All figures are of low-quality picture.  Authors may wanna do a bit of art to enhance the quality of this picture.  More importantly, picture shows turbulent flow features and coherent structures that not addressed in the text.

·         What is the Purity of collected experimental data? Better description of experimental setup and data analysis is required. How authors will say, quality of used data is good or average. This point can be beneficial for new readers.

·         Some important items are not mentioned and evaluated, e.g. the various notations used, detailed illustration needful for the case study, and so on. Please make corrections accordingly.

·         Use same font size and style in all figures.

·         Discussion part is bit long because of some repetition. Authors must check this section and remove some unnecessary things from this section.

·         Conclusion should be confined and easy to understand. The applications this study should be highlighted as per Journal’s point of view.

 

Most important, some important and latest literature is missing from the manuscript. Several recently published research papers are available in this research area, as mentioned below. Authors must introduce them in the revised MS, these papers can be very useful for the readers. Overall, the MS could be of interest to the Journal readership.

To get insight into this topic of non-equilibrium sediment transport, a 2D Finite Volume model for bedload transport based on the non-capacity approach is proposed in this paper. This non-equilibrium model considers that the actual bedload sediment discharge can be delayed, spatial and temporally, from the instantaneous solid carry capacity of the flow. This article presents some interesting results of practical importance in the relevant field. However, in order to be published in the journal, major revisions are required as listed below.

1.      Although detailed literature review has been made in 1. Introduction, Grass-type law used in this paper has never appeared there. In the mathematical modelling, Grass-type law is introduced very abruptly in this paper. Please make more detailed explanation for this Grass-type model in the literature review by citing related papers.  

2.      In the bottom raw left of Figure 5, a serious scouring is observed just downstream of the dam crest. It seems both equilibrium and non-equilibrium models give unsatisfactory result at this location. Make more discussion for this discrepancy.

3.      P.14, limiting angle: Without definition and explanation, it appears abruptly.

1.      Instead of “no-equilibrium”, use “non- equilibrium”.

2.      Typo like “oppening” in some places.

3.      Don’t write a unit for Manning’s n, although it is dimensional.
