This paper has an interesting topic about AHP-TOWS analysis of options for promoting disaster-risk reduction infrastructure in informal settlements applied to a Municipality in South Africa. The structure of the paper need some modification to fulfill the requiremets of a scientific research.

Specific comments:

1. the entire abstract must be rewritten to connect the text with the real results obtained. in this stage is just a short description of the methodoly used

2. in the introduction part the authors must introduce more actual references and reveal the novelty of the aproach made

3. the part 2 and 3 of the paper must be included in the introduction part

4. table 2 can be put as an attachment to this paper

5. table 4 is not necessary to be described in this paper. Is very well known and a reference to this table si enought

6.the results and discussion par must be splitted in different chapters. 

7. in the discussion aprt the authors must correlate their resutls with other results obtained in the same topic or in the same area. Also in the discussion part the authors must describe the limitations of their analysis.

8. the conclusion part must be reorganized to connect the results obtained with practical applications.

Dear authors,

Many thanks for the opportunity of reading your manuscript and offer my thought on the content.

Your article is focused on disaster risk reduction in informal settlements of Greater Giyani Local Municipality South Africa. Practically, all the world's basic disaster risk reduction strategies are used in the article.

A combination of TOWS and AHP tools seems appropriate for this topic. The system of these methodologies is sufficiently presented and sufficiently analyzed. From this point of view, the article is an excellent basis for further similar analyses.

However, I think that the article could be improved a little. Most of the article is focused on analysis. Practical suggestions for solutions are listed only in one paragraph in the conclusion. Consider extending the continuity of the analysis results to your practical suggestions.

Several differences from the template can be seen in the article. E.g.

-        line numbering on the left side

-        some tables are out of format

-        gaps between sources in references

-        line 303 contains the error link "电视!未手机说说源。" Similarly, line 308,

-        etc.
