This study have been made well.
I think the paper is judged to have a high degree of completion.
So I read it all very carefully.
This paper has a few limitations:
1.In this paper, the readability of pictures is poor.
2. Please change the references in this paper to the latest.  
3. it is not enough to contain the contents related with smart topics and area. I made decision for it as a minor revision. 
The author should revise or add something to the contents definitely.
Therefore, if the above are modified it is acceptable and understandable.

The topic of the paper belongs to the scopes of the Journal and particularly of the Special Issue. Some comments are given hereafter to improve its quality and presentation.

References should be revised according to the template of the Journal.

“Wireless LAN” or “WLAN” could be added as keywords.

The Abstract is too short, it should be enlarged through mentioning some features of the developed system and/or the achieved results.

A common practice in scientific papers consists on indicating the structure of the rest of the manuscript so the reader knows its layout.

The first sentence of the third section has no sense.

The text that describes a figure should be placed before the figure.

In figure 7, there is a term underlined in red, the typical indication of text processing software when there is some mistake in the word.

The wireless LAN receives a lot of attention in the Abstract and in the Conclusions but there is no mention to such network in the main body of the manuscript. In a similar sense, in the Abstract it is said that a PC is used as server; however, there is no comment about this aspect in the rest of the manuscript. These issues must be revised for a coherent presentation of the work.

Has the authors studied the possibility of using open source devices to implement the proposed system? For example, open source compact computer Raspberry Pi is widely applied in recent scientific literature as can be checked in the following references, that the author could consider enhancing the description of the chosen option:

The main weakness of the paper is that there are no results. The proposal of the management system is well conducted but results are required for a high-quality paper.
