The subject matter is interesting. In my opinion the manuscript is not well written and it is not clear what kind of article is it: a narravive review? a scoping review? a commentary about covid-19?
Autorhs should declare the aim and methods (I mean about "data" presentation) used in their manuscript.
Introduction and other paragraphs are too scattered: The authors should specify whether the sections created follow a track or if are emerged by literature search.
Recommendations and Conclusion sections needs references.

There is no discussion of methods of collecting data for this study. The issues are important, but it is not clear how the authors determined the conclusions/findings. Was there an analysis of some data from foster care agencies, interviews with caseworkers or youth and families? Is this a review of literature article? If so, how was the choice of literature to review made? There should be a methods section that describes how information was collected and analyzed, what research questions guided the study, what research was done, etc. The issues raised are important and should be analyzed in a more academic way.

I think Authors have done good effort to improve their manuscript.
About my previous observation on methodology, I did not mean a data collection. Generally there are some steps involved in conducting a Literature Review Process that Authors should describe in their work. (e.g see in Templier and Paré, 2015).
In other words, the literature review should include not only what has been studied, but how it was studied.
