I would recommend to add some broader review on the subject, for instance that one published recently in the Universe 3(2017)no.1.

I have spotted just one typing error in the whole manuscript. Line 169:

...experimental data of the FOPI collaboration have been compared to the results of UrQMD transport code ...

The paper presents a description of a new experimental center called "Facility for Antiproton and Ion Research" to be constructed in Germany. Within this center, it is planned to perform various studies of elementary particles, QCD, quark-gluon plasma and other related issues.

Clearly such an experiment is very important within the modern high energy physics. Therefore an information about it is very important, which indicates the value of this paper. The paper informs in details about structure of this center and experiments to be performed in it.

Therefore, the paper clearly deserves to be published.
