Comments and Suggestions for Authors

This article provides important knowledge, based on empirical evidence, about the role and impact of mid-level educational structures (district office leadership) on site-level dynamics (teacher collaborative teams), a relevant topic of research.

It is well-written paper, support by a sound literature review and a methodological strategy and guided by a strong research question, all clearly exposed by the authors.

The empirical results are clear and conclusions are consistent with the evidence and arguments presented.

The list of citations and references is very complete and covers recent authors as well as classical articles about the research topic. And the tables are appropriate and provide relevant data to read and interpret the results and conclusions.

Comments and Suggestions for Authors

This is a well written and comprehensive article. It flowed well and engaged my interest throughout. 

My only suggestion would be to include a more specific "definition" of a professional learning community. It appears that the authors assume everyone reading the article will be fully aware of the structure of a PLC. That may be true, but if the audience is international, I believe this is important context.
