Comments to Authors:

·       The paper is poorly written. Improve the representation.

·       Reduce the abstract.

·       Clearly explain the novelty of your approach and state the contributions in a list at the introduction section.

·       Add a problem description section to analyse in detail the problem called “Problem Description”.

·       Explain in more depth how do you format your ontologies (syntax and meaning). Is it like the e.g., semantic web RDF triples?

·        Add a new subsection called “Background work” and the section “Related Work” and move the section” Ontology-based Structured Knowledge Management System” along with other work that is not current work of your investigation. Note that you need to also add the citations (e.g., for Fig. 1).

·       In the “methodology” section you do not provide the processes only the data model. What process exists in the management system?

·       You mention “Term Frequency and Inverse Document Frequency (TFIDF) is one of the smartest methods to convert textual terms into numerical weights”, you do not explain why and how you statement is correct, or even proof with mathematics that you are correct. Thus, you are missing of mathematical proofs, to prove your statement.

·       In the section “Concept Clustering”, you use fuzzy C-means, because this is the most important of all in your paper you should describe in depth how it is implemented. Add also the formulation that fuzzy C-Mean uses. Moreover, you need to explain your symbols that you use in the formulas.

·       What is the complexity of the “fuzzy C-Mean” express in Big-O notation.

·       In the section “Concept Clustering”, you can create a flowchart with the data table of the records that the algorithm reads in order for the reader to fully understand your approach

·       The discussions of the proposed algorithm timings at a machine are insufficient. For example, the running time or complexity analysis is not shown.

·       Please give example or citation for “The Fuzzy C-Mean has the ability to form the clusters of data values represented in multidimensional space.”

·       Additionally, you mention the following” In the conceptualization phase, a glossary of domain-related concepts and their properties is maintained and fuzzy C-Mean soft clustering mechanism”, you should give example of the concepts and properties.

·       “The proposed scheme offers more precise concepts regarding the terms for a particular domain and makes these concepts accessible in a preferred local natural language.”. To prove the above statement, you must add a “Performance Evaluation” section to compare your approach with other approaches that do “ontology construction schemes” for the literature review.

The paper presents an interesting construction of ecological and confined domain ontology by using concept clustering for knowledge management.

Generally speaking, the paper is well organized, however abstract and introduction do not provide a clear description of the work. Abstract is quite long. I suggest you rewrite it in order to improve the message you want to give. The introduction seems not to contain the topic of this study.

1.       For phrases and sentences like ‘Ontologies, in this regard, is a primary element...’, it is recommended that the authors take a consistent stand on whether ‘ontologies’ is to be treated as a singular form or the plural form of the word.  The same stand needs to be consistently followed throughout the manuscript.

2.       Redundant mention of the number through the numeric representation in parenthesis is recommended to be avoided, e.g. ‘one thousand (1000)’.

3.       It is recommended that the word ‘methodology’ in the header of Table 1 be replaced with something like ‘Reference’.

4.       It is recommended while introducing the concepts and terms, the authors reduce the discussion on the already well known points in the manuscript.
