The paper reflects on a relevant issue.

The abstract must be a total of about 200 words maximum, and the structure should be revised to state clearly the need information related to methods, results, and conclusions.

It is suggested to introduce a topic on “Materials and Methods”.

A more objective language will provide an easier lecture for the audience.

Page 3, point 2: it is referred to: “much recent literature” but then there are references from 2005 (15 years).

Please justify the reason for don’t include a deep analysis, interpretation, and discussion for example on pages 9 to 11, related with the “direct quotations”.

we have reworked the presentation of the background and added two New References.

the Research design presentation is rearranged according to comments from both. a New paragraph added on materials and Methods and the results presentation is clearified. some English wording is rewritten according to comments.

the main issues with presentations of data has been through major rewriting with origin of quotes better explained.

the 1 reviewer had some of the same comments and from him/her we introduced the paragraph on materials and methods.

the lack of deep analysis of quotes is explained in the article relating to the use of complexity theory since examples are illustrative of attractors - a simple interpretation of the function of the action/interest.

This is an interesting article which will have some international resonance.

The theoretical argument is sound and well-made.

The English could be improved in places: there are minor points of English expression that could be addressed by proof reading.

Sometimes the English obscures the argument: for example, in the abstract the points 'on the one hand and on the other' seem to be the same point? White Paper, on page 3, has a specific political meaning in the UK.

My main issue is with the presentation of the data. I was surprised that the students had undertaken a Masters course but the issue of professional values as against managerial issues had not been discussed on the course? Further it is unclear when the quotes come from essays or from the discussion? The quotes should be more clearly outlined using '...' and sources. I could not follow why some of the quotes were questions: were these asked by the researchers or taken from the essays? Further who were the sample? It would be helpful to know basic demographics: gender, age, experience, qualifications in order to make sense of the data.

The clarification of these points would significantly improve the article.
