2- Figure 4 has not longitude and latitude.

3- Figure 6 is not obvious.

4- Authors did not compare obtained results with results of other studies in this region.

The paper deals with the quantification of the availability of water resources by the application of harmony degree and adaptive utilization capacity of water resources. The research is well provided, literature review gives insight into the actual state of the art of the analyzed problem. The shown methodology has added value in satisfying the multicriteria aspects of the water resource analysis.  

The manuscript should be accepted in its present form.

The paper use the calculation method of harmony theory and the calculation method of comprehensive co-evolution model, this paper obtains the harmony degree and adaptive utilization capacity of water resources of each subsystem in the Tarim River basin and analyzes the main factors affecting the adaptive utilization capacity of water resources, and finally compares the two methods. Authors also carefully studied relevant and actual scientific articles.

The paper concerns significant and current issue - the coordinated development among water resources, economic society and ecological environment in complex environment. The quality of presentation is high (paper is understandable and easy to read) and the work is complete. The main strength of the paper is its contemporaneity and well-prepared presentation. Authors used relevant and up-to-date resources. The keywords are selected properly and the main body of the article is constructed in a quite good manner.

There are some suggestions concerning the paper:

1- Why the Tarim River is selected as the study area, and how is the time series length of the data source of the study area determined?

2- In this article, there are both adaptive utilization of water resources and adaptive utilization capacity of water resources. Please explain the difference between them.

3- The article defines the concept of adaptive utilization of water resources, but there is no concept of adaptive utilization capacity of water resources. Please define and explain it in the article.

4- Please add some references on water resources to the introduction to highlight the importance of water resources. (a) A developed fuzzy-stochastic optimization for coordinating human activity and eco-environmental protection in wetland ecosystem under uncertainties. (b) Identification of policies based on asessment-optimzation model to confront vulnerablity of resources system in a big city with large population scale.

5-Line 92 - the abbreviations need to modify

6- AUWR in Figure 1 and Figure 3 is not defined in the paper and needs to be supplemented.

7- Line 210-The (+) and (-) symbol in Table 1 lacks a corresponding explanation.

8- Line 227 and Line 575- Initial should be capitalized.

9- Some formulas lack the meaning explanation of corresponding letters, please supplement, such as Formula (4), (5) and (12).

10- There are several forms of abbreviations in the result analysis part of the paper, such as "AUCWR", "ACUWR", and "CAUWR" in the figure. Please unify these abbreviations.
