Strengths:

Well written paper with appropriate references and setup.

Weaknesses:

- The hypotheses provided are not actually hypotheses. They are more like propositions. To call them hypothesis, they should be rephrased in a testable manner.

- If hypotheses are listed, there are no discussions on whether the hypothesis was rejected or not rejected. The hypotheses must be tied back to the discussions later.

It is true that the term of hypothesis is more suitable for empirical research, while the term of proposition is more suitable for mathematical modeling. I read closely the article.  Excellent well-written interesting. Thank God we have so much today technology progress and innovation.   I suggest revised  title: "Sustainable Technology Diffusion  Manufacturing Outwards FDI Firms: Evidence from China Using Numerical Simulation Methods"

The authors' conclusions make good common sense to me:

"Technology transfer pricing is the result of the game between the diffusing party and the adopting party. Too low and too high technology transfer pricing are not conducive to the sustainability of technology diffusion activities, and the higher the protection of property rights, the better. The government should actively perform the function of market supervision, punish unreasonable pricing, and strengthen the protection of property rights on the premise of controllable cost."

The authors aimed to analyze the mechanism of the impact of technology diffusion on sustainable development, such as initial investment appetite, technology diffusion effects and absorptive capacity, technology transfer prices and intellectual property protection, government subsidies and penalties. The paper is based on four hypotheses. Based on the basic assumptions of the model, this paper analyzes the different strategy choices of the three parties, and obtains the tripartite game income matrix of technology diffusion between OFDI firms and domestic firms considering the government's strategic choice. Based on the bounded rationality hypothesis, this paper constructs a tripartite evolutionary game model including government, OFDI firms and domestic firms, and analyzes the impact of different parameters on the evolution of strategy choices of three parties.

The results of the study are:

·         The government, OFDI firms and domestic firms are impacted by each other's initial intentions to different degrees.

·         Different combinations of technology spillover and absorptive capacity will form different evolutionary results.

·         Reasonable technology transfer pricing and strengthening property rights protection can improve the efficiency of the technological diffusion system.

·         Government financial support and punishment should be controlled within a reasonable range.

The authors used evolutionary game theory to study the evolutionary process of strategy choice of OFDI firms and domestic firms in technology diffusion activities, On this basis, it is of great theoretical and practical significance to analyze the evolution path and influence factors of the technology diffusion system with the participation of the government, in order to improve the efficiency of OFDI firms' technology diffusion to domestic firms and further improve the innovation ability of domestic firms.

The measurements and tools used by the authors appear to be valid. The results are detailed with statistical confirmation of the results.

The paper lacks a discussion of adequate length and containing the essential findings of the study. The discussion can be supplemented with additional literature to enrich the authors' arguments.

The article raises an important topic. The paper aims is to analyze the influence mechanism of technology diffusion on sustainable development, such as the initial investment willingness, technology spillover effects and absorptive capacity, technology transfer prices and intellectual property protection, government subsidy support and penalties. The importance of new technologies derives from the fact that they spread across many different users and uses, as well as different geographic regions. The paper based on evolutionary game theory.  The authors present a theoretical analysis of the  intellectual diffusion between OFDI firms and domestic firms.

The paper title reflects the content and purpose of the research. The abstract includes information important for understanding the content of the paper. The methodology is good but poorly described (see remarks).

 

Main remark:

- the methodology is not clearly: no reference to the time range of the research; What period of time does the research cover? The authors use the term "domestic firms" or „government”. Is it the same as „chinese companies” and „chinese goverment”? It's not clear. The geographic scope of the research is not clear. Does the empirical research concern the economy of China?

The method is not clear enough. It does not mention the time and geographical scope involved in the study, whether OFDI enterprises and local enterprises are equivalent to Chinese enterprises, whether the government is equivalent to the Chinese government, and whether the empirical study involves the Chinese economy.

This is mainly caused by the differences in research methods. Most of the research related to OFDI is empirical research, and the data have the attributes of year and region. The data of empirical research also have specific subjects such as enterprises or governments to correspond, while the research methods of game theory have great differences in ideas. It is more a theoretical model abstracted from the real situation, so it does not involve specific time and geographical scope, At the same time, enterprises and governments are also abstract generalizations of such subjects in reality, but the method of game theory will also involve the Chinese economy, but it is more to analyze the economic problems extracted from the theoretical model level.

Take this article as an example to illustrate that the research problem is how to realize the stable operation of the technology diffusion and adoption system between OFDI enterprises and local enterprises under the participation of the government.
