Comments and Suggestions for Authors

The paper presents to a tool able to deliver earthquake damage information for scenario planning. The paper is interesting and I recommend it for publication. Nevertheless, some aspects should be improved. 

- Authors provided a lot of Keywords. I suggest to remove some of them

-In the introduction authors report some basics about seismic assessment of vulnerability and risk. Neverheless, very few references support these aspects, as for example for the vulnerability. Several works about the seismic vulnerability could be mentioned, such as analytical (see 10.1016/j.ijdrr.2023.103903 and references therein) and empirical methods.

- In addition, some other tools addressing seismic vulnerability could be mentioned, such as VULMA (10.1016/j.autcon.2021.103936)

- in the project presentation, several details of the project are provided but some aspects are missing, such as one I believe fundamental for this scope: the data. I suggest to provide an overview on how collecting data (especially for the existing stocks of structures and infrastructures) and how to update them.

- Several hazard typologies are accounted for in the paper, but it is not clear how the methodology can account for all of them and how the information can be sent by users with a certain reliability (e.g., avoid fake news). Some clarifications should be added.

- the paper presents the mockup of an existing app, but I believed that authors proposed a new one. What about this aspect?

- Did the authors test the app? I suggest to introduce at least a trial, in order to avoid that the paper was only a project report

I really liked the article. Of course, REDA is not yet a “panacea” for the consequences of earthquakes, but it is already an effective tool. The authors carried out extensive work, collected a huge amount of material, carried out many calculations, developed an Internet portal and a phone application. This all deserves respect and obliges us to accept the article for publication. As a note, it can be noted that the article does not talk about existing analogues for REDA in the world.

The history of mankind is a history of struggle against disasters. The author uses an interesting framework to explore the impact of earthquakes and the resilience of residents brought about by earthquake education. Overall, the topic selection is meaningful, but the research design is a little messy. Here are some suggestions for reference:

       (1) The importance and urgency of the topic were not clearly sorted out. The author should use detailed data to tell us why we should pay attention to the impact of earthquake disasters, why we should pay attention to earthquake education, and what role does the existing research on the construction of residents' resilience disaster prevention system play? Compared with the existing research, what is the marginal contribution of this research?

       (2) The author's research design part is more about introducing the "product" to the reader, what are the components of this "product", and what are the functions of each part. This product should not be the author's own words, there should be a "market" test. Therefore, it is suggested that the author add some "empirical" data to demonstrate the effect of the "product". Otherwise, the article will be greatly compromised.
