The paper proposes MEMU method for multi-source RS monitoring for forest fires based on radiatioin and observation normalization, but it is not well-organized.
1)In a space-air-ground (SAG) integrated monitoring system [1], the authors simplely state that the satellite-based exploration is an important part of the system. Why is it important?  For example, the  ground-monitoring like tower-monitoring [2] is superior in low-cost, accurate fire locating and real-time detection.  What are the advantages or disvantages for the discussed problem? This should be pointed out in Section Introduction. That's why reviewer suggests author to cite more latest reference.

2) In Subsection 2.1,  in order to match Himavari-8 data, how to evatulate the effectiveness of the convertion for FY-4A from 4km to 2km? Similar unclear descriptions also can be found in Subsection 2.4. For example, For a 2D colorful pixel, it is usually represented as a 3- or 5-dimensional vector [2]. In this viewpoint, what are the largest pixel value and central pixel. It looks very casual for selecting grid size. How do you know the relationship between the specific emissivity and brightness temperature should be linear? 

3) The authors fail to give a convincing experimental explanation. For example, for the top fire point in Fig. 7a,the top does not appear 7b and 7c, but it magically appears in 7d? Similarly, while for the right one in Fig. 7a, it does not appear in the next subfigures. Why and what the difference between them? 

The reviewer advise to go through the manuscript carefully and correct some inappropriate or redundant sentences. For example, too long subject in the sentences of the Fig.7 caption, like "... was 10". In the paragraph below Table 7, "the correct detection rate ..., the correct detection rate...". Does it mean fire detection rate?

1. The paper was written in accordance with the guidelines for writing papers in the journal Sustainability. The advantage of this paper is that it indicates the possibility of using remote sensing for fire monitoring and detection.
2. An important method of work that combines topographic factors with remote sensing images.
3. The research needs to be repeated with other objects in order to compare the results. It is especially important to investigate the combined multi-temporal cross-sensor and multi-temporal single sensor.
