Dear Authors, 

Your article is well-thought, coherent, and well-written. The Introduction and literature review provides sufficient information to understand the background of the topic. My only recommendation is

(i)            to include a few new paragraphs presenting in depth the limitations of this research and

(ii)           to analyze more the conclusions to be supported by the results (especially lines 530 – 534) and the direction to achieve changes toward an innovative city system.

The manuscript is very interesting and the topic nicely connected with sustainability. The authors clearly define terms, but abbreviations are also used, where it becomes confusing for readers, and even at the beginning of a sentence. The manuscript is a summary of the theoretical part and similar research on the given topic, and a lot of explanations are given in the introductory part, but also throughout the rest of the chapter on the importance of ULL. In the context of this manuscript, I see no objections, except that it is not a scientific research manuscript, but a review manuscript. Summarizing theoretical knowledge about the problem. The discussion and conclusion have covered everything that is needed, it is possible to propose only more text about the future implications in social, applied, scientific or economic development and importance. English revision required.
