The work is related to the assessment method of urban traffic crash severity considering travelling delay and non-essential fuel consumption of third parties. I suggest shortening the abstract slightly, which is correct but slightly too long. The reference format in the text certainly needs to be corrected. The structure of the introduction is correct. However, one paragraph should be devoted explicitly to present the contribution clearly and comprehensively. Section 2 indicates that the study concerns China. I suggest changing the subject or analysing other classification systems from other countries. In part three, the non-designations should be corrected (mostly, the bottom index has not been used). The formulas used are simple but should be more substantiated in the descriptions (why is this approach sufficient?). The validation of the model in section 4 could be more exhaustive. The conclusions should be completed following the amendments applied above.
