English language and style should be improved. Avoid long sentences, e.g., split "The article outlines conceptual and corresponding formal models that provide means for 11 estimation of information operations effects and operational properties of systems and its 12 functioning, changed due to information operations." to 3 sentences. Also you shall fix style for a significant share of the paper to match English grammar requirements, e.g., start by fixing Abstract as it took me quite an effort to get your message.

Please fix errors in indexing in expressions in lines 416, 423, 441, 444, 446, 458, 475, 487.

Please translate to English Figures 6-9 and improve quality of these figures, as otherwise it is hard to follow story of the "Prototypes of software for estimation of operational property indicators of information operations usage" section (by the way, I would recommend to use shorter name for the section).

Conclusions shall be stated clearly and match to the text of the paper. Please avoid complex phrases, focus to deliver one message per sentence.

In this paper, the authors proposed a conceptual and formal models for estimating the information operations effects and operational properties of systems. The following lists some concerns. The first is about the framework. It is good to show the loop of different types of TIOp used during system functioning. While the framework of the model and the implementation are not clear to the readers from the beginning of this paper. Also, the abbreviations in the figure are not clear. And the content shown in Figure 2 are also clear to the readers. The legends could contain more information. The other figures can also be improved. Second is about the expression. Lots of equations from Page 11, line 416 are not shown correctly in the PDF file. Moreover, it is rather hard to get the logics in the mathematical model of the environment. I suggest to show it in an easy-understanding way (use a global figure firstly and then introduce the equations of each step). Third is about the figures. Figure 6 - 9 contain some characters in other language.
